The cheapest graphics card you can play it on is an NVIDIA GeForce 7200 GS. But, according to the developers the recommended graphics card is an ATI FireGL T2-128. An Intel Pentium 4 2.20GHz CPU is required at a minimum to run Hunger Tower. Whereas, an Intel Core i3-2340UE is recommended in order to run it. Hunger Tower system requirements state that you will need at least 2 GB of RAM. If possible, make sure your have 4 GB of RAM in order to run Hunger Tower to its full potential. You will need at least 1 GB of free disk space to install Hunger Tower.
