Provided that you have at least an NVIDIA GeForce GTX 1650 graphics card you can play the game. But, according to the developers the recommended graphics card is an NVIDIA GeForce RTX 3070. You will need at least 2 GB of free disk space to install Rogue Scum. Rogue Scum system requirements state that you will need at least 4 GB of RAM. If possible, make sure your have 16 GB of RAM in order to run Rogue Scum to its full potential.
