The cheapest graphics card you can play it on is an ATI FireMV 2400 PCIe. ScreamCap system requirements state that you will need at least 2 GB of RAM. In terms of game file size, you will need at least 700 MB of free disk space available. An Intel Atom Z515 CPU is required at a minimum to run ScreamCap.
