The cheapest graphics card you can play it on is an NVIDIA GeForce GTX 1050. Furthermore, an NVIDIA GeForce GTX 1080 is recommended in order to run Wisper with the highest settings. The minimum memory requirement for Wisper is 8 GB of RAM installed in your computer. Additionally, the game developers recommend somewhere around 16 GB of RAM in your system.
